Policy and Management for Distance Education

Course Description:
    
Using the systems approach, this course examined the models of governance of Distance Education organizations.  The course focused on identification and analysis of the institutional policies, management procedures and strategic planning efforts necessary to managing distance education programs.   Topics included: conducting needs assessments, preparing new programming tools, marketing plans, developing budgets and management plans, developing program evaluations, and so on.


Course Reflections
    
In this course, we examined several aspects of the distance education system.  We analyzed learner characteristics, and discussed how to plan a distance education program We also discussed faculty issues, and completing program evaluations.
We participated in weekly discussions on the web board.  One of our assignments was to create a fictional scenario and budget for a distance education program.  For the final project we were to write a paper on any aspect of policy and management in distance education.  Tammie Munsen and I chose the topic "Copyright: The Implications and Impact of the TEACH Act".  We felt this topic was very relevant, because it is important for distance educators to be informed on this issue.  The TEACH Act addresses many copyright issues concerning distance education.  The TEACH Act extends earlier permissions granted to educators, but also specifies how far educational institutions must go in preventing copyright infringement.  Educators must work at an accredited institution that is in compliance with the new requirements to be protected under the TEACH Act.
